Frequently asked questions.

Straight answers on independent oversight, inspection, commissioning, licensing, and how NXS9 engages.

What does an independent solar owner's representative do?

An owner's representative is the client's independent technical and commercial advocate on a project, from pre-contract through construction. NXS9 fills that seat as a licensed, credentialed authority, so the people building and financing the work are not the ones grading it.

How is third-party inspection different from the AHJ inspection?

A passing AHJ inspection is a floor, not a ceiling. NXS9 inspects independently against the standard the client actually needs met, backed by NABCEP PV System Inspector certification and a USACE/NAVFAC CQM pedigree, and produces a defensible, standards-based record.

Does NXS9 perform commissioning?

NXS9 provides commissioning oversight and governance rather than acting as the commissioning agent. We review the commissioning plan, set acceptance expectations, witness and verify key tests, hold the EPC's commissioning to standard, and produce a defensible commissioning record. We can also coordinate alongside a third-party commissioning agent.

What states is NXS9 licensed in?

NXS9 holds 52 Master Electrician and Electrical Contractor credentials across more than 40 U.S. jurisdictions, with Business and Law credentialing in every covered state. The verified license portfolio is available on request.

Do you work on both C&I and utility-scale solar?

Yes. NXS9 provides oversight across commercial, industrial, and utility-scale solar and storage, nationwide. The same independent standard scales to the project in front of you.

Is the qualifier and multi-state licensing service license rental?

No. It is genuine responsible-managing-electrician work with active supervision, accountability, and a defined compliance cadence, structured to comply with the licensing law of the engaging state. It is never license rental, and engagements are handled confidentially.

Who is behind NXS9?

Founder Joshua E. Fabian has 30 years in the electrical and solar trades, from apprentice to Master Electrician of Record to founder and CEO, with 20,000+ hours as Master Electrician of Record and dual NABCEP PVIP and PVSI certification.

How do engagements work, and what do they cost?

Scope is scaled to the risk, from a single pre-energization inspection to full owner's representation across the build. Reach out for a consultation and we will recommend the right engagement.

How does NXS9 stay current with code?

NXS9 works from the current, adopted code and standards for the specific jurisdiction that governs each project, and verifies the controlling edition before citing anything. Findings reference the exact section, applied with three decades of field experience. The value is not owning code books; it is knowing which edition governs and exactly how it applies.
